Responds to emergency calls as needed and assumes command or participates in the command structure, allocating and directing staff and resources. May assume command and control of all operations and manage increasingly complex incidents involving fires, hazardous materials, and other emergencies that may involve multiple agencies and/or jurisdictions.

Under the direction of the Assistant Chief, the Shift Lieutenants manage the day-to-day operation and maintenance of a fire station, apparatus and personnel assigned to that station.  They are responsible for the supervision and direction of firefighters during assigned shift(s) to include calls for service, incident reporting, and determining how best to manage emergency response, readiness and prevention on a daily basis.   Shift Lieutenants are responsible for implementing, staffing and monitoring a variety of specialized fire-related programs and functions for the department in addition to collaborating and partnering with other Fire, EMS and law enforcement agencies. Shift Lieutenants will be responsible to the Deputy Chief but will also take work direction from Captains and Assistant Chiefs.

The pay for this position is based on a 56-hour work week, and 2,912 work hours per year. Essential Job Functions

Leads and participates in the performance of emergency response and responsibilities to ensure proper coverage throughout the City and assumes incident command as appropriate.

  • Establishes, maintains, and supervises a command of single company responses to emergencies such as fire, medical, vehicle incident, hazardous materials, various rescue, and other situations.
  • Makes or supervises command level decisions at emergency scenes, in absence of a ranking officer.
  • Maintains capabilities and qualifications to assume any role within the department’s incident management system.
  • Available to be on-call for periods of time, beyond normal shift, to ensure appropriate staffing and command presence in the City.   Coordinates and monitors daily fire department functions to ensure proper handling of calls for service, maintaining readiness, and for initiating fire and injury prevention functions and outreach activities. Leads and supervises firefighters assigned to fire department functions during incident response, administrative activities, non-emergency situations, and task development.

  • Maintains responsibility for situational assessments and the deployment of personnel and equipment

  • Oversees emergency and non-emergency incidents and determines appropriate on-scene actions to follow in accordance with departmental policy and procedure, while enforcing local/state/federal laws and standards.
  • Assesses performance and recommends and/or assigns training to address developmental needs. Schedules work assignments, priorities and duties.
  • Initiates disciplinary procedures and disciplinary actions in accordance with Department and City policy.
  • Mentors and coaches firefighters, fostering effective performance of staff and a positive work environment.
  • Provides interpretation of department policies and fire service protocols so subordinates have a clear understanding of duties and responsibilities.
  • Makes recommendations on assignment, promotion, and reward of personnel.
  • Assists Captains on the recruitment of new firefighters and participates in their selection.  Assists with interviews of candidates and training of new personnel.   Recommends and supports short and long-term strategic and tactical priorities for fire department operations and assists in development and implementation as assigned.  

  • Makes recommendations for purchase of additional equipment and supplies, by determining needs, developing material specifications, and researching options and costs.

  • Anticipates activities or events that may adversely affect the fire department or city and demonstrates a proactive and customer focused approach to mitigating potential issues or conflicts.
  • Ensures mission, vision and values of the department and city are supported.
  • Oversees daily maintenance and inspections of stations, equipment, apparatus and grounds to assure daily and future operational readiness.
  • Directs and assigns firefighters, as needed, to carry out various fire department operations and programs.
  • Applies improvement of fire service practices for emergency and non-emergency operations.
  • Makes recommendations for daily and future staffing.
  • Effectively communicates priorities to subordinates.    Maintains appropriate records and documents for all assigned functions.

  • Prepares/reviews daily incident reports and ensures correctness and completeness. Refers all incomplete and/or inadequate reports for proper completion and/or corrections. Provides feedback regarding reporting, policies and procedures.

  • Determines when incident reports merit follow up and makes assignments when further follow up is indicated.
  • Assigns priority to completed reports for routing purposes.
  • Documents firefighter/officer performance contacts.
  • Completes accident/injury reports within 24 hours of incident.
  • Retains appropriate records for any outreach, inspection, pre-inspection, or lock box activities.    Creates and maintains positive and healthy working relationships with those internal and external to the fire department.

  • Establishes positive customer service, public relations, and communications with our internal and external customers and those we serve.

  • Represents the fire department at a variety of local, county, state and other meetings and events.
  • Coordinates activities with other officer staff or city departments and outside agencies.
  • Monitors wellness of crew members.   Assists with planning, implementing, and recommending a variety of training and development programs for staff under the direction of the Fire Operations Supervisor and other department training personnel.  

  • Assists with oversight of the field training officer (FTO) program for probationary firefighters. Coordinates and communicates with other officer staff to monitor and assess probationary firefighter’s progress.  Recommends improvement plans to correct deficiencies, if needed.

  • Develops lesson plans for various fire/EMS/rescue training as assigned.
  • Directs, assigns and conducts various trainings for firefighters and secures equipment facilities, as needed.
  • Coordinates with other officer staff to monitor and maintain needed training documentation and certifications for all staff, to ensure licensure and certification renewals.
  • Encourages firefighter growth and development by providing additional learning opportunities.
  • Maintains professional competence and current knowledge on all emergency response and prevention principles and equipment and apparatus. Stays abreast of trends and innovations.
  • Attends additional training sessions, conferences and meetings as directed.
  • Serves as a role model to all staff.
  • Rotates truck seat positions with firefighters and drivers so subordinates gain experience by riding temporarily at a higher classification.   Coordinates Community Risk Reduction programs of shift firefighters as established by Fire Marshal or Fire Inspector.

  • Initiates investigation or investigates cause and origin of all fires.

  • Initiates process for Juvenile Fire-setter intervention program.
  • Participates with subordinates in educating all ages of public in prevention and safety programs.
  • Implements pre-incident planning surveys.
  • Assigns and supervises personnel in conducting inspections of existing commercial or multi-family residential buildings and maintaining appropriate paperwork.
  • Implements lock box inspection program of all commercial and multi-family residential buildings.

Performs and provides oversight, assistance and/or direction in a verity of other special assignments that might include the preparation of grant applications, special operations team, emergency management coordination, truck design committee, radio and dispatch work group program, etc. as assigned.   Meet all requirements and perform all duties of a Shift Firefighter Performs other duties of a comparable level or type, as assigned and required.

Qualifications

Minimum Qualifications: Associates degree in Fire Science, Emergency Management or closely related field and at least 3 years of fire service experience; or equivalent combination of education and experience

  • Nationally Registered Emergency Medical Technician
  • National Blue Card certification training
  • NFPA and IFSAC or Pro-Board Firefighter I and II certifications
  • NFPA and IFSAC or Pro-Board Hazardous Materials Operations 472 or 1072 certification
  • Valid and unrestricted Driver’s License
  • Current licensed Firefighter in the State of Minnesota
  • NFPA and IFSAC or Pro-Board Fire Apparatus Operator (FAO) III certification
  • Current IGHFD Firefighter for at least 3 years
  • National Incident Management System (NIMS) IMS 100, 200, 700, and 800
  • Taking a minimum of one class per year, within the first 3 years, Shift Lieutenants will be required to obtain and pass NFPA and IFSAC or Pro Board Fire Inspector 1, and obtain certifications in FAA 107 Course and NIMS 300.
  • Be willing and able to work long and varied shifts as assigned
  • Maintain clean driving and background records after hire
  • Maintain physical ability to perform all parts of job
  • Maintain compliance with the City’s drug and alcohol policies
  • Complete other training and certifications as may be required by City after employment

Desired Qualifications:

  • Additional training or experience in supervision or management
  • Experience with fire and building codes
  • Fluency in Spanish, Hmong, or other non-English languages prevalent in the city of Inver Grove Heights.

Physical Job Requirements: Be able to do the following with and without up to 60 pounds of weighted gear:

  • reach and extend hands and arms in any direction
  • ascend and descend multiple flights of stairs and 45-foot ladders while carrying heavy loads

Essential Knowledge And Specialized Subject Knowledge Required To Perform The Essential Functions Of The Job:

  • Modern principles, practices, trends, best practices and procedures of firefighting, rescue, medical, hazardous materials, fire investigations, emergency response and administration.

  • Applying current emergency response and prevention principles, practices, techniques, tactics, and procedures to the solution of fire service problems and situations.

  • Perform medical assessments, sometimes with extremely limited time and information, and stabilize the patient using the specialized equipment and drugs carried on each apparatus to the extent that training will allow.
  • Application of all additional Emergency Medical Variance protocols approved by the IGH FD Medical director (e.g.  airway insertion, drug administration, etc.).
  • Conducting inspections of existing commercial and multi-family buildings and hazardous structures for fire code violations.
  • Educating general public in fire safety and prevention techniques.
  • Drives appropriately in emergency situations, using defensive driving techniques and taking safety precautions in adverse conditions.
  • Driving each of the different emergency vehicles and operating the pumps, aerial devices and other features unique to each vehicle.
  • Using standard and specialized tools, to mitigate all types of emergencies.
  • Establishing and maintaining relationships and trust with fire department personnel, city employees, outside emergency personnel, community and businesses.
  • Dealing compassionately with those involved with emergency situations.
  • Supervising, monitoring, evaluating and coordinating the activities of fire department personnel and Fire/Rescue/EMS operations.
  • Communication skills in dealing with the general public, community groups, business representatives, other city employees or representatives from other fire service or governmental agencies.
  • Judgment, discretion and decision-making skills in appropriately handling fire department situations, emergencies, evidence and scenes.

Work Environment: May be required to live and work at the stations for 24-hour shifts . Working under time pressure constraints, stress and risks associated with potential life-threatening situations and service calls, Driving apparatus in emergency situations and in extreme weather conditions. Occasionally working near/on moving equipment, mechanical parts, live electricity, wet/damp/slippery/uneven surfaces, and from unprotected heights.

Lieutenants may come into contact and/or work with hazardous materials, vibration, temperature extremes, unsafe situations, confined spaces, in and around burning/smoke filled structures, infectious diseases, lung/skin irritants, and high noise. Work requires constant attention to safety and health procedures, proper fire/rescue/EMS techniques. Dealing with pressure, stress, and risks associated with emergency response.

Additional: This position will be in the Police and Fire PERA pension program. Anyone in the present IGHFD Relief Association will be required to resign from the Association no later than the day before they start full time employment as a Shift Firefighter.
