General Description:

The Fire-Rescue Department of New Kent County is seeking motivated, customer service-oriented candidates to join our high-performance team in the position of EMS Supervisor. New Kent Fire-Rescue is a dynamic organization which strives to provide the best EMS and fire services to the citizens and guests of New Kent County. 

• Candidates must possess a valid Virginia driver’s license with an acceptable driving record.
• High school diploma or GED required; associate or bachelor’s degree in EMS, public safety, management, or related field preferred.
• Current state certification/licensure as Paramedic, National Registry certification preferred.
• Critical Care Paramedic preferred.
• CPR for Healthcare professionals, instructor preferred.
• Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Other courses like PHTLS, TECC, etc. preferred. 
• Certified firefighter 1 at minimum, firefighter 1 & 2 preferred.
• Certified Hazardous Materials Awareness and Operations.
• Minimum of five (5) years of progressively responsible field EMS experience in a 911 system; supervisory or leadership experience preferred.
• Completion of ICS 100, 200, 700, and 800; additional ICS (300, 400) training preferred.
• Certification as Emergency Vehicle Operator Course (EVOC) 2 at minimum, certification from VDFP or other OEMS and New Kent Fire-Rescue recognized EVOC.
• Certification as Virginia recognized Basic Designated Infection Control Officer preferred.
• Virginia Education Coordinator preferred.
• Must be twenty-one (21) years of age or older.

Additional education, experience and/or requirements are included in the full job description. Preference will be given to Veterans (with an honorable discharge, DD214 required at time of application) of any branch of the United States Armed Forces or National Guard. 

The successful candidates will provide emergency medical care, respond to fire alarms and other emergencies as required; extinguish fires and protect life and property against the hazards of fire; participate in fire prevention activities; exercise prudent use, care and maintenance of fire-rescue apparatus and property; and operate fire-rescue apparatus. Will perform other related work as required or assigned. The successful candidate will work varying shift schedules.

• Your application will be evaluated and if chosen to continue in the process, it may include any or all of the following: 
• Written test (applicants test scores will be ranked).   Qualified applicants will be notified if they will proceed to this stage of the process. 
• Skills testing- Qualified applicants should be prepared to take both skills testing and the physical ability test and will be notified if they will proceed to this stage of the process. This may be held on the same day as the written testing. 
• Physical ability test. Applicants must sign waiver forms prior to taking physical ability test.
• Background checks to include DMV records, criminal history, experience, professional certifications. 
• Any candidate that has not resided in the Commonwealth of Virginia continuously for the past 5 years must provide a DMV transcript from the state in which they resided. 
• Possible interview by panel.
• Fire Chief Interview.
• Successfully pass medical examination and drug testing administered post job offer.

GENERAL DEFINITION OF WORK:

The EMS Supervisor, under the general supervision of the Battalion Chief of EMS, Communications/Technology, serves as the first-line supervisory authority for an assigned shift within the Emergency Medical Services (EMS) system. This is a skilled leadership position responsible for the direct day to day EMS management of field personnel, ensure operational readiness, supports clinical quality assurance/ quality improvement (QA/QI), and strives to maintains compliance with County and Departmental policies as well as EMS agency regulatory requirements. The EMS Supervisor functions as both a field-response asset and an administrative leader, facilitating efficient, safe, and patient-centered service delivery. While this position does require the ability to function as a certified firefighter, the main emphasis of this position will be EMS supervision. This position requires the ability to be not only an effective leader but also act as effective member of a team.

ESSENTIAL FUNCTIONS:

• Provide direct supervision, leadership, and support to EMS personnel assigned to the shift.

• Respond to emergency calls as needed to provide clinical support, assume EMS command if needed, or administer supervisory oversight.

• Ensure adherence to clinical protocols, operational guidelines, and safety standards.
• Conduct routine inspections of EMS-licensed vehicles, equipment, controlled substances, and station facilities to ensure readiness.
• Manage shift EMS documentation, including incident reports, personnel reports, performance notes, and QA/QI submissions.
• Serve as the primary EMS liaison between field staff and upper management, working with shift Lieutenants and the shift supervisor.
• Assist with coordination and delivery of EMS continuing education for staff assigned to your shift. 
• Assist with development, implementation, and enforcement of agency policies, procedures, and performance expectations.
• Participate in training, mentoring, and coaching of staff, including reviewing clinical performance and providing feedback.
• Assist with field training program, to include serving as a field training officer and coordination/review of field training of staff.
• Assist with maintenance of medication restocking program, as assigned. 
• Assist with Whole Blood Program and Rapid Sequence Intubation (RSI) Program if/when they are in place, as assigned. 
• Perform initial examination (fact finding) of workplace incidents, safety concerns, or protocol deviations and forward findings as required, working with shift Lieutenants and shift supervisor.
• Ensure compliance with all federal, state, and local EMS regulations.
• Represent the agency professionally during interactions with partner agencies, healthcare facilities, and the public.
• Perform other duties as assigned.

EMS/Fire Duties: 

• Respond to alarms of fires, hazardous materials incidents and medical emergencies;
• Drive or operate various types of fire suppression, fire/medical apparatus, medical and other equipment as necessary;
• Examine patients and administer emergency care to patients as prescribed by medical control physician;
• Respond to incidents requiring firefighting, emergency medical care, specialized rescue, search, and hazardous material emergencies.  
• Advance hose lines into fire area; lay and connect hoses; hold nozzles and direct streams of water onto fire; raise and climb ladders; create opening in buildings for ventilation or entrance using various hand and power tools; receive and relay information related to emergency calls; operate radio and other communication equipment; enter premises for firefighting, rescue, and salvage operations; perform necessary rescues; remove persons from danger; assist in investigation of fire cause and determination; use various types of extinguishing agents;  
• Provide basic or advanced life support following established policies, protocols, and guidelines as authorized by the Operational Medical Director.  Interpret patient signs and symptoms and react appropriately. 
• Administer BLS or ALS skills as outlined by county protocol and when indicated. Thoroughly document all aspects of the emergency scene including, but not limited to, assessment results, patient complaints, treatment plan and treatment results.  Directs the actions of other care providers when performing as the lead Attendant in Charge at an incident.  Serves as a mentor and/or preceptor for other personnel in training.
• Respond to hazardous material situations, read and comprehend placards and other written technical information to identify the type and state of material involved, initiating the appropriate protective action to control or contain any spilled material; deploy various booms, pads and barriers to contain spills and mitigate runoff; perform fire suppression activities, as necessary; assists in direction of evacuation operations, as necessary; 
• Responsible for accountability and inventory of all county and New Kent Fire-Rescue (NKFR) assets assigned to his/her command.
• Assures all New Kent County Personnel Policies and NKFR SOP’s, directives and internal policies are administered fairly and that all employees are held accountable for same.
• Provide the necessary follow-up and feed back to all shifts to assure consistent compliance.
• Presents various safety programs to community groups and school systems on fire safety, prevention, personal safety and emergency medical services;
• Drives, maintains and operates all assigned Fire and Rescue apparatus; inspects assigned apparatus daily to ensure efficient operation and readiness; washes, cleans, polishes, maintains and tests apparatus and equipment as necessary after completion of emergency response operations.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Strong understanding of EMS operations, emergency medical procedures, and clinical protocols.
• Knowledge of local, state, and federal EMS regulations.
• Familiarity with incident command systems (ICS/NIMS) and prehospital emergency management.
• Understanding of personnel management, leadership principles, and conflict-resolution strategies.
• Effective verbal and written communication, including clear documentation.
• Strong leadership and decision-making abilities in high-pressure environments.
• Competence in assessing and managing complex clinical or operational incidents.
• Skill in coaching, mentoring, and developing personnel.
• Proficiency in using EMS software systems (ePCR, CAD, scheduling systems) and standard office applications.

• Must be able to perform all essential physical tasks required of EMS personnel, including lifting, carrying, and moving patients weighing up to 100 pounds with assistance.
• Frequent standing, walking, bending, kneeling, and reaching during emergency response or supervisory inspections.
• Ability to operate emergency vehicles under various conditions, including high-stress situations and adverse weather.
• Must maintain physical and mental stamina necessary to function effectively in high-stress, fast-paced environments.
• Must be able to wear and operate personal protective equipment (PPE) for extended periods.
• Ability to work long hours, including extended shifts, during emergencies, staffing shortages, or special events.

EDUCATION AND EXPERIENCE:

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

The position involves a combination of administrative responsibilities and active field operations. The EMS Supervisor works in environments that may include high stress, hazardous conditions, and exposure to medical and environmental risks. This position will be assigned to a 24-hour shift rotation which will include nights, weekends, and holidays. The supervisor must be capable of performing physical tasks associated with EMS response and must maintain readiness to respond rapidly to emergencies, conduct inspections, or address personnel or operational issues. The role requires independent judgment, consistent leadership, and the ability to manage both routine and critical situations.

Performance will be evaluated on the ability and effectiveness with which the incumbent accomplishes the above responsibilities as well as:
