DIVISION CHIEF / FIRE MARSHAL (Fire Prevention & Public Education)
Responsibilities: Receives supervision and direction from the Fire Chief or designee. Provides leadership, direction, and oversight of fire department operations with a focus on fire prevention and public education programs. Plans, develops, implements, and maintains fire prevention strategies and community outreach initiatives to promote public safety and emergency preparedness. Directs, supervises, and coordinates departmental staff and operations, including conducting performance evaluations, approving timesheets and leave requests, and ensuring proper staffing and training. May serve as Fire Chief in the absence of the Chief. Oversees fire prevention activities, inspections, investigations, and public education efforts to ensure compliance with applicable fire codes, laws, and regulations. Receives and evaluates reports on high-profile incidents, personnel injuries, exposures, and equipment maintenance needs. Ensures all reports and documentation are complete, accurate, and compliant with applicable standards. Maintains records related to fire investigations and coordinates required testing and compliance activities, including OSHA-related hose and ladder testing. Participates in departmental planning, organization, and coordination of activities, including development of standard operating guidelines for EMS and fire services. Provides budget updates, monitors expenditures, and participates in financial planning and resource allocation. Attends City Council meetings, local emergency planning committee meetings, and other professional gatherings as necessary to stay current on policies, procedures, and regulatory requirements. Serves as a liaison between the Fire Department, other City departments, and external agencies. Coordinates operations with local, state, and federal partners and assists in maintaining mutual aid agreements. May respond to fire and emergency incidents, assume or assist in incident command, and serve on-call as required to support emergency response and City needs. Ensures enforcement of fire codes and supports public fire safety programs while maintaining strong relationships with the community. Provides training and guidance to staff as needed and supports a professional, effective, and service-oriented work environment. Performs other duties as required or assigned. Demonstrates knowledge of fire science, fire prevention, firefighting methods, EMS operations, equipment, and safety practices. Applies principles of municipal fire administration, program development, project management, and employee supervision. Maintains working knowledge of applicable laws, regulations, and operational procedures.
Education, Certifications, and Requirements: Associate Degree from an accredited institution in Public or Business Administration, Fire Science, or a related field. Seven (7) years of firefighting experience, or an equivalent combination of education, experience, and training. Proficiency in English required to perform job-related duties.
License and Certification Requirements: Valid Arizona State Driver’s License. State of Arizona Firefighter I and II Certification. State of Arizona EMCT–EMT Certification. CPR and AED Certification. ICS-400 Certification (within one year of promotion). Wildland Firefighter Certification. State of Arizona Inspector I and II Certification. Plans Review for Fire and Life Safety Certification. State of Arizona Instructor I and II Certification.
Preferred Qualifications: Spanish language fluency. State of Arizona EMCT–Paramedic Certification. Bachelor’s Degree in Public or Business Administration, Fire Science, or related field. State of Arizona Public Educator Certification.
