Department careers page ↗Bulverde Spring Branch Emergency Services (BSBES) traces its roots to two volunteer outfits — the Spring Branch Volunteer Fire Department, organized in 1959, and the Bulverde Volunteer Fire Department, formed in 1966 — plus a combined EMS service founded in 1978 by Harry Heimer, Charles Kuhn, Al Cunningham, and Dr. Larry Miller. The coverage area was later organized into three Texas Emergency Services Districts (ESD #1, #4, and #5), each governed by volunteer commissioners appointed by the Comal County Commissioners Court, before the districts unified operations under one command in 2014.
Today BSBES protects roughly 216 square miles of the Texas Hill Country in western Comal County, including the cities of Bulverde and Spring Branch, unincorporated county areas, Guadalupe River State Park, and 22.5 miles of the Guadalupe River. The department runs four fully staffed fire stations around the clock plus a primary EMS station, with a sixth activated during severe weather or major incidents. Crews are cross-trained as firefighters and EMTs (EMT-Basic at minimum), and the department fields advanced technical rescue teams for swift water, high-angle, wildland, cave and confined-space, and structural collapse incidents, along with tactical medics.
Chief Mark Southwell leads the consolidated department, which has improved its ISO ratings over time — from a 5 to a 3 in the former ESD #4 area and from a 7 to a 3 in the former ESD #5 area, per its 2017 evaluation.
