The district was formed on March 3, 1995, when "Project 94" consolidated the former Riverbank, Empire, Waterford-Hickman-LaGrange, and Stanislaus County fire districts into a single agency, and it now fields career firefighters, engineers, and firefighter/paramedics working alongside administrative staff out of its Topeka Street headquarters.
